Jeremy Berry is a lawyer at the crossroads of law, government, and politics—and a trusted advisor to clients who need to succeed in those arenas. Whether guiding a corporation through a complex government procurement, counseling an elected official on campaign finance, or advising a client or government on municipal law, Jeremy combines deep legal knowledge with a practical understanding of how government really works. He also has extensive experience advising clients on Georgia’s charter school laws and the state’s complex regulations governing gaming (coin operated amusement machines).
Jeremy’s insight comes from the inside. Having served as a City Attorney for two cities, he understands and appreciates the pressures, priorities, and processes that drive decision-making and the manner in which governments operate. Today, he uses that perspective to help both public entities and private businesses achieve their goals in local government law, government contracts and procurements, bid protests, and ethics matters. His practice also extends to advising candidates, political committees, and nonprofits engaged in Georgia’s dynamic political environment.
Clients and colleagues alike recognize Jeremy’s leadership. He has been honored as a Super Lawyer for Government Contracts (2024) and earlier as a “Super Lawyer Rising Star” in Government Contracts (2010–2013). In 2025, he received the Anti-Defamation League’s Jurisprudence Award for his commitment to fighting antisemitism and contributions to the Jewish community.
A graduate of Leadership Atlanta (2018) and Leadership DeKalb (2012), Jeremy remains active in civic and nonprofit leadership. Jeremy currently serves on the board of Georgia Solidarity Network and has previously served on the boards of the Jewish Federation of Greater Atlanta, the Emory University Board of Visitors, the Emory University Alumni Board, and the Anti-Defamation League, Southeast Region.
Jeremy earned his law degree at Emory University School of Law, where he distinguished himself as Notes and Comments Editor of the Emory Law Journal and won awards for writing and public service. Before law school, he served as Assistant Director of Federal Affairs for Emory University—an early experience that sparked his career-long commitment to bridging the worlds of policy, politics, and law.

I focus my practice on assisting clients with state and local government legal and regulatory issues, including government contract and procurement/bid protest issues, campaign finance and election law, governmental and regulatory affairs matters, local government, gaming, charter schools, and government and public policy litigation. - Successfully represented state government contractor in bid protest of $350 million procurement to obtain trial court reversal of contract award
- Represented contractor in successfully appealing city’s denial of minority business contractor status
- Negotiating with Atlanta Hawks and City of College Park in a series of transactions that resulted in $192 million renovation of arena
- Negotiating, legislating, and implementing the annexation of Emory University and surrounding areas into the City of Atlanta, the largest expansion of City limits in 50 years.
- Represented cannabis company that is a Class 1 production licensee in a procurement by the Georgia Access to Medical Cannabis Commission and defending in extensive related ligation.
- Representation of Metropolitan Atlanta Rapid Transit Authority (MARTA) in Authority’s largest procurement ever, the purchase of 254 new rail cars.
- Representation of master and location licensees of coin operated amusement machines (regulated by the Georgia Lottery Corporation) in numerous arbitrations and advising on application of relevant Lottery laws for company during corporate acquisitions.
- Represented numerous clients asserting and defending against bid protests before more than a dozen Georgia state and local government agencies.
- Represented and counseled elected officials, candidates, campaign committees, businesses, independent committees/Super PACs, non-profit organizations, and political action committees regarding state and federal campaign finance laws and ethics issues.
- Represented three commission charter schools in litigation before trial court and Georgia Supreme Court testing constitutionality of Georgia’s charter school law that created independent state-level charter authorizer. Gwinnett County School District v. Cox, 289 Ga. 265 (2011).
